An effective method for reducing the delay cost in air traffic (low management is to use ground-holding policy (GHP). A new single airport ground-holding event-driven model was present considering that the different aircraft has the different delay cost. Discrete-event analyze method was used to model for the problem. The concept of delay time equivalent quantity and the clustering algorithm were present to solve the combination optimization problem, which can shorten the computing time visibly. The simulation results using the Guangzhou airport data validate the feasibility of the proposed model and algorithm.
