Automatic Dependent Surveillance -Broadcast (ADS-B) will be the basis of thefuture surveillance system in the US aswell as in many other countries. The morefrequent and more accurate informationavailable via ADS-B opens an opportunityto potentially improve performance ofconflict alerting systems for vehiclesoperating on airport surfaces.Ten years of National TransportationSafety Board (NTSB) and Aviation SafetyReporting System (ASRS) airport surfaceaccident reports were reviewed and fourencounter scenarios created, representingthe most commonly observed interactionsbetween aircraft and airport surfacevehicles. A Concept of Operation was thendefined for how an ADS-B based alertingsystem can take advantage of ADS-Bspecific information to generate alerts ineach of those four encounter scenarios.Using historical ADS-B data from theBoston Logan, Philadelphia and Louisvilleairports, proof of concept was established.The concepts show promise in reducingthe uncertainty in alerting systems that ispresent due to not knowing the intent ofthe operator. Instead of "guessing" atfuture states by propagating trajectories,an alerting system would compareexpected behavior to actual behavior andalert if a deviation is observed.
