To achieve the principle of delay constancy which governs all real-time services, a pad-out buffer is used at the destination and the consumption of the first packet is delayed by a determinable amount. The amounts of the buffer and initial delay must be sufficient to avoid the overflow and underflow of the pad-out buffer throughout the communication. The continuity brakes down whenever buffer overflows and underflows. This paper examines the necessary and sufficient conditions under which the continuity is preserved for a session with a known end-to-end delay bound in a packet-switched network.
