'Process Safety Management-A Practical View'

Process Safety Management (PSM) was developed over 20 years ago to reduce hazards and riskfor the Oil Industry. In the last 3 years serious accidents have happened in the Oil Industry thatrequires us to re-evaluate PSM programs. It has been observed in many HAZOP studies, that theHAZOP (part of a PSM program) does not reflect a real commitment to safety, but the "need" tomeet regulations. This paper's initiative is to call organizations/companies to think and be safeinstead of just fulfilling project or government rules. Full involvement of the organization,starting with managers, is required for the PSM program to work. In this paper, practicalexamples will be drawn from the successful implementation of a PSM program from severalyears ago in a refinery. Additionally, the reasons for this implementation to be consideredsuccessful will be discussed at length.
