摘要

The Yangtze River main key segment navigation safety emergency command scheduling system has an important significance to ensure the smooth, safety and efficiency of the main channel of the Yangtze River. This paper mainly introduces the design scheme and key technologies of Yangtze River key segment navigation safety emergency command scheduling system including analysing the current emergency process and, according to the emergency demand, designing the navigation safety emergency command scheduling platform; Using emergency resources optimized layout algorithm to establish emergency resource allocation model; Constructing the emergency rescue decision model by the shortest response time assignment model and the optimal dynamic scheduling algorithm; Studying on emergency response and web-GIS information fusion to constructing a real-time visual command platform. By the emergency resource allocation and emergency events in science, real-time dispatching, the system can effectively deal with the Yangtze River ship safety accidents, ensure navigation safely and smoothly.
