Landing Fees in Portuguese Airports: Proposal for a Scheme based on Marginal Costs of Runways Use

Analysis is performed on how real costs of maintenance and renewal of runways and related taxiwaysand aprons can be assigned to the actual users based on Aircraft Classification Number (ACN), followingprevious work by Hogan and Starkie. While these two authors compared their results with actual feescharged in Dublin, this paper adds further thought about off-peak charges per marginal induced damagecosts using data from Lisbon, Porto and Faro, in 2009.A fairness factor is defined to assess what each aircraft type pays versus the damage it inflicts onpavements. Huge relative unfairness is highlighted under the current MTOW fees scheme amongdifferent aircraft types on the three airports. A linear relationship between marginal cost per one millionEuros and induced damage by each aircraft type is derived. Finally, a new and fair landing fees scheme isproposed, based on ACN-related marginal costs.Considerations are made about chosen simplifications and assumptions, namely regardingnamely the problem of full cost recovery with marginal cost pricing. It is concluded that proposed schemeis a strong case for large and medium aircraft, but may not hold for small aircraft.
