Practical Implementation of Nuclear Security Culture Principles when Decommissioning Nuclear Reactors at FSUE RISI

When decommissioning nuclear installations (NI) the security requirement isimplemented by performing a number of measures: development of a decommissioning programand project, radiation safety assurance in accordance with valuation rules, as well as a complexof organizational and technical means on safety assurance. The organizational and technicalmeasures are aimed at accident prevention and the consequences reduction, at safe radioactivematerial and waste handling, their accountability, control and physical protection, control overthe environment condition on the NI platform, in health protection area and surveillance area.However, at the present time the security assurance in the atomic energy industry cannot beimagined without “a strong concept of safety and security cultures”, which is considered a goalin the nuclear site (NS) security management system.The report emphasizes that apart from performing all security requirements, it isnecessary to take the influence of the “human factor” into account when performing procedureson NI decommissioning.The report cites some practical experience in implementing the nuclear security cultureprinciples when decommissioning NI: the pledge of a successful performance of all securityrelated works is a high level of personnel professionalism and competence, responsibility andmotivation for safe labor, control and analysis of all works.
