It is with great pleasure that I personally welcome you to the 2012 AMSAT Annual Meeting and Space Symposium. This is the 30th Space Symposium, reflecting a long tradition (started in the early 1980's) to provide an annual forum for amateur satellite enthusiasts to gather and share their ideas. AMSAT is proud of the technical content of the papers presented over the years reflecting the inventiveness of our volunteers and the significant contribution of presenters to "advancing the radio art." The relative importance of the Proceedings in the placement of our technical development work is reflected by the size and scope of this year's edition. Over the past year, AMSAT Engineering has made significant advancements in the design of Fox-1, our first cubesat. AMSAT must comply with the provisions of ITAR (International Traffic in Arms Regulations) that constrains our ability to share technical information of our satellite development efforts UNLESS that information is first placed in the public domain. The only approach that the Directorate of Defense Trade Controls (DDTC) recognizes for placement of information subject to ITAR in the public domain is by physically publishing the material and then making that publication available to the public at large.
