ECONOMIC AND ENERGY ANALYSIS FOR INTEGRATION OF SMALL PHOTOVOLTAIC SYSTEMS IN BUILDINGS UNDER THE NEW REGULATORY FRAMEWORK IN SPAIN: THE CASE OF THE UNIVERSITY OF JAéN CAMPUS

In December 2011 it was published in Spain the new Royal Decree 1699/2011, which regulates thenetwork connection of small power electricity production systems. The New Royal Decree came into force inDecember 9, 2011 and it repealed the Royal Decree 1663/2000. Additionally, the later Royal Decree-Law 1/2012,published in January 2012, has put off the pre-assignment procedure for the remuneration of renewable systems andit has removed the feed-in tariff incentives for the new electricity installations which either use combined heat andpower, renewable energy sources and waste. Therefore, prospective owners are concerned that any furthermodification of the regulatory framework of the photovoltaic grid-connected systems (PVGCS) may affect theprofitability of their investment in these PVGCS. In this paper an economic and cost analysis of some PVGCS onbuildings is addressed to ascertain the influence of the new regulatory framework on the PVGCS profitability andcost, and to adapt this analysis to the future Spanish net metering law, which it is in a draft stage at this moment.
