New protocol for ITS - Used in traffic signal control from cooperative ideas to development requirements for the Swedish Transport Administration

This paper describes the new open RSMP protocol and chosen design of for communicationbetween UTC (Urban Traffic Control) system and local controllers (e.g. traffic signals). Thenew JSON-based [3] ITS-protocol for road-side ITS installations is developed by the SwedishTransport Administration (STA). The RSMP (Road Side Message Protocol) enablesstandardized means of communication (between systems on the local level and regional level)regardless of vendor or technical area. The paper also considers how sharing experiences intraffic signal control through regular informal “round table discussions” with the major citiesin Sweden contributed to the development of an open protocol for ITS. After developmentwork during 2011 a pilot project in cooperation with three major vendors started. In the sametime specifications was made for a new matching UTC-system and a tendering took place.Although RSMP is generic for all ITS installation, focus in this paper is targets it’s use withtraffic signals.
