New protocol for ITS - Used in traffic signal control from cooperative ideas to development requirements for the Swedish Transport Administration

This paper describes the new open RSMP protocol and chosen design of for communication between UTC (Urban Traffic Control) system and local controllers (e.g. traffic signals). The new JSON-based [3] ITS-protocol for road-side ITS installations is developed by the Swedish Transport Administration (STA). The RSMP (Road Side Message Protocol) enables standardized means of communication (between systems on the local level and regional level) regardless of vendor or technical area. The paper also considers how sharing experiences in traffic signal control through regular informal “round table discussions” with the major cities in Sweden contributed to the development of an open protocol for ITS. After development work during 2011 a pilot project in cooperation with three major vendors started. In the same time specifications was made for a new matching UTC-system and a tendering took place. Although RSMP is generic for all ITS installation, focus in this paper is targets it’s use with traffic signals.
