摘要

Based on predictions of traffic incident radiation scope in regional road networks and analysis of national conditions, an active emergency management system is proposed. Using the traffic police department as the primary body, a 4-level emergency management organization system, including county, municipal, provincial, and national levels, is established in accordance with traffic safety management modes in China. An active emergency management mechanism for traffic incidents, including emergency organization linkage mechanisms and emergency management procedures, is presented. The active traffic incident emergency management system will help traffic management and emergency rescue departments/units to take timely, coordinated, and effective measures to control traffic incident radiation scope and eliminate the effects that a traffic incident brings to traffic flow in regional road networks.
