This study investigated the congestion formation mechanism at intersection groups and used the system dynamics model to initially propose to account for the cause-and-effect relationships among the influencing factors. In order to express the oversaturated conditions at intersection groups, the average saturation degree was introduced. According to the congestion formation mechanism, the system dynamics model was built up and simulated to account for the cause-and-effect relationship among the influencing factors. Two variables, degree of order and roadway adhesion coefficient, were selected to perform the sensitivity analysis to which the degree of order was found to be sensitive to the average saturation degree, while the roadway adhesion coefficient was not.
