摘要

It is indispensable to implement effective countermeasures for nuclear disaster prevention as the fifth layer of defense-in depth concept of nuclear safety. In Japan an emergency response support system ERSS had been developed to use as the ace card of the introduced nuclear disaster prevention system. However, the ERSS had not fulfilled its expected mission as expected at Fukushima Daiichi accident in March 11, 2011. In this paper, it is discussed first why the Japanese disaster prevention system failed to fulfill its mission to manage severe accident situation from the organizational aspect, and then a proposal is made on better way of utilizing both ERSS and SPEEDI as the support tools of nuclear power operator and off-site center in the revised nuclear prevention measures after the Fukushima Daiichi accident.
