Discussion on Zoned Harnessing of the Lower Yellow River Floodplain

With the development of economy and society,the livelihood and production security of the masses in the floodplain need to be gradually improved on the condition of flood control security of both banks.Meanwhile,with the improvement of regulating and storage capacity of reservoirs on the Yellow River and its tributaries and flood forecast capability,the flood process of the lower reaches can be quickly forecasted.In this context,in the light of the current status of the floodplain harnessing and the existing problems,this paper presents a general idea,namely,forming closed zones with the existing Yellow River dykes,dangerous sections and control dams and newly built flood control embankments to carry out zoned harnessing of the floodplain,and discusses the relationship between flood management and utilization and security construction and flood diversion warping,and based on this,proposes the direction of future work.
