In order to achieve harmonious development and enhancing the soft power, it is critical for Daqing, an oil-based city, to diversify its economy structure and to develop cultural industry. The existing development problems include small business scale, lack of high-level works, irrational industrial structure, the shortage of talents and so on. Therefore, expanding the industrial scale, increasing cultural innovation, improving the structure of cultural industry; and strengthening the talents training of the city's cultural industry are essential countermeasures to take. It initiates the study of cultural industry and provides rational suggestion for policy makers.
