The City of Edmonton Southeast to West Light Rail Transit (LRT) project will deliver a city shaping urban-style low-floor LRT system that supports city's vision for a "sustainable, livable city where more people use transit as a preferred transportation choice" (City of Edmonton, Transportation Master Plan-2009). The project includes 27 km of double track with construction of 29 stops, 5 transit centers, 5 bridges and two tunnels. The estimated value of this project is $3.2 billion dollars. ConnectEd Transit Partnership (CTP) led by AECOM was awarded the preliminary design on August 2011, and proposed an innovative Risk-Based Design approach for this project. A Value Engineering workshop was held in October 2011 to collect and evaluate creative ideas which can be used to increase the value of the Southeast to West Light Rail Transit Project. The workshop participants included comprehensive representation from various internal stakeholder groups within the City of Edmonton - LRT Design and Construction, Sustainable Development, Edmonton Transit Services, Parks, Transportation Services, and Drainage Services - as well as the CTP consulting team. International advisors representing 6 additional countries were also present (US, UK, Norway, Sweden, Finland, and Germany). A total of 509 ideas were generated at this workshop, 241 of which were recommended to be carried forward for further analysis and consideration. This paper will cover how Risk Based design was incorporated in the Job Plan, the integration of Risk Analysis and Value Engineering, the challenges of facilitating a workshop with a large number of participants, and the mitigation plan. It will also cover facilitating workshop with participation from the owner side and the consulting team, and a discussion about the workshop major findings.
