In this paper, the characteristics of passenger train plan on Chinese dedicated passenger traffic line related are analyzed. Combined with the practical background of the operation and management of dedicated passenger traffic line, the bi-level optimal model of the passenger train plan is put forward and the solution method framework on the basis of simulated annealing algorithm is designed. Furthermore, the design demand. function demand and data organization for the optimal software system are discussed. The system can offer Decision-making advice for the operation of the passenger special line and provide theoretic support for the evaluation of the construction project of the dedicated passenger traffic line. The problem of making Passenger train plan is to determine the passenger train number, the train kind, the running sections and stop station schedule in the related railway transportation network, which is to meet the passengers' travel need and maximize the benefit of the railway company under the limit of the network structure, the passenger demand, the vehicle disposition, the train servicing ability and so on. The passenger train plan is becoming a more and more important system engineering problem in the railway transportation organization and is regarded as an important component element of the railway transportation organization and train operation management. The railway transportation network consists of newly-built high-speed dedicated passenger line, the speed-raising railway and the normal speed railway. It reliefs the railway transportation pressure enormously, and simultaneously changes technology condition of transportation organization, and makes the passenger train plan more complicated. At the same time, under the fierce competition between the transportation modes in the passenger transportation market, the railway company needs continually readjust passenger train plan to adapt to passenger demand and improve the service quality. The method of manual making and modifying passenger train plan gradually can not fit for the technological progress, and the development of modern management and the operation philosophy. Among the domestic and foreign study on passenger train plan optimization problem, some typical literatures include the passenger train plan optimization model with cyclical timetable (Bussieck et al., 1996), the integer programming model and branch and bound method(Claessens et al., 1998), maximum matching model of weighted bi-graph for through passenger train plan(ZHA et al., 2000), high-speed railway's multi-objectives 0-1 programming model(Zhang et al., 1998), the multi-objective model of minimizing the total operation cost and total travel time(Chang et al., 2000), the passenger train plan multi-objective model of maximizing the operator and the passenger's coordinate benefit(SHI et al., 2004), the multi-objective bi-level programming model by taking the passenger flow assignment as the lower-level programming(SHI et al., 2007) and so on. In the aspect of the development of passenger train plan system, SUN et al.(2004) studied the automatic program of train running plan in urban mass transit; ZHA et al.(2004), HU(2004) constructed the decision-making support system of passenger train plan and the economical efficiency evaluation of the operation of various trains by using bi-graph optimization model and method. The paper is based on passenger train plan optimization method of (SHI et al., 2004 and 2007) and studies the optimization system design of train plan on passenger railway network of dedicated passenger line related. The software is helpful to supply the decision-making information about the railway network development planning for the railway decision agency and the rational operation organization for the passenger transportation operation department. It can also reduce users' labor intensity, enhance the competition power of railway transportation market, and simultaneously improve scientificity of passenger transportation organization decision.
