This paper attempts to figure out the correlation between Travel time in queue (TIQ) and delay so that TIQ may be calculated on basis of delay values. A key point of the study was collecting data of travel time just in queue, the location and length of which are ever changing. These problems were resolved as follows: First, the microscopic simulation software developed by FHWA, namely TSIS, was used as analytical tool. The simulation model divided a freeway section into segments and an incident segment was simulated in order to analyze the queuing process from formation to discharging. Second, travel time of vehicles on each segment was calculated based on simulation output, and the segment was identified whether there had been a queue or not. TIQ and delay values were then calculated according to a given algorithm. Finally, correlation between TIQ and delay was established. This study revealed that both equations of TIQ vs. delay were linear functions during queue formation and discharging although there were differences.
