Based on generalizing the influential factors of passenger train departure time range, the relationship between the passenger train departure time range and the needful number of passenger train stocks has been deeply analyzed. Then, the quantitative description method of passenger traveling convenience degree is put forward, and the multi-objective programming model is established. Finally, the heuristic solving algorithm is designed. The model considers the requirements on departure time range of passenger train grade and traveling section, so that not only the maximum of passenger traveling convenience can be met, but also the needing number of passenger train stocks will be the least.
