The World Institute for Nuclear Security (WINS) was created with significant input from the INMM after a challenge in 2005 by the Nuclear Threat Initiative to consider a potential institutional model for promulgating best practices for nuclear materials security, and to fill a gap between national and international nuclear security instruments and commitments and their practical day-to-day implementation. WINS has made significant progress since those early discussions, having produced 12 international best practice guides and conducted 11 international workshops to December 2010 and is involved in a number of international nuclear security initiatives. WINS is rapidly moving forward into the next phase, and is currently conducting the necessary research to develop and establish on-line distance learning modules in Security Management Best Practice, in different languages for local audiences worldwide. A key aspect of this development is to review existing education and training programmes offered and/or proposed by other regulatory and institutional providers of security related training and fill the Gap in the true WINS' style. WINS is creating a core curriculum built on international best practices and is selecting and working with partners and service providers to generate effective security training, to be delivered either by WINS or through partner institutions. Our goal is to launch the on-line programme in January 2012, subject to obtaining sufficient funding. WINS also plans cooperate with academic and other institutes. We will develop educational modules in Security Management that can contribute to Graduate and Post Graduate degrees in nuclear engineering and scientific fields. In addition, WINS intends to collaborate with a number of the National or Regional Centers of Excellence that are being established worldwide to include China, India, Japan, Korea, Argentina, Jordan, UAE, and others. WINS is examining ways to promote the WINS Vision by selective partnering and cooperation with key institutions with strong credentials and a commitment to excellence, with a view to developing an accreditation standard - "the WINS seal of approval" and a mechanism for protecting that accreditation.
