In dynamic network traffic loading models with queues spilling back in the links, if one or morelinks departing a node has demand exceeding capacity, a node model is required tounambiguously constrain the flows exiting links approaching that node. Basic principles oftraffic flow and causality impose requirements upon macroscopic node models, but theserequirements have only been recently articulated, and few of the existing models conform. Thispaper introduces another conforming model that, in addition, corresponds to a particular behaviorof traffic at an intersection: vehicles waiting their turns to proceed and consuming approachcapacity while waiting, unlike previous models that allocate capacity by some proportionalityrule. A simple, efficient, and convergent solution algorithm for the new model is provided.
