DEVELOPMENT AND IMPLEMENTATION OF MOBILITY OPTIONS ASSESSMENT TOOLS: LESSONS LEARNED

Assessment of perceived gaps in transportation service from various perspectives is critical forservice providers in developing strategies for improved performance. A methodology is proposedfor: assessment of the perceived gaps in transportation services from the consumers' perspective;determination of the actual gaps in transportation services offered by various providers;comparison of perceived and actual gaps; and, determination of appropriate strategies to closethose gaps. A pilot study was conducted in Jackson County, Michigan and assessment tools weredeveloped for use in similar areas. Parallels are drawn with the guidelines identified in variousresources (e.g., Transit Capacity and Quality of Service Manual). Important lessons learned forsuccessful application in other areas include: the role of regional and local stakeholders;development of assessment objectives; identification of "transportation disadvantaged" groupsfor evaluation of mobility options; importance of coordination with non-traditional serviceproviders; and considerations of the utility of the results to provide better service for thecommunity. Resolution of mobility gaps in light of the pilot study results and the utility of theproposed methodology for varying objectives are also discussed.
