Why are megaprojects so challenging to deliver on-time and on-budget? Why is the endresult often so different than planned at project approval? Recent research tends to point a fingertowards a lack of “governance” as a potential contributor to poor predictability. But what is theconcept of “governance” and how can project planners leverage it to increase project predictability?This paper discusses the linkage between project predictability and governance, and recommendsseveral essential components for inclusion within a project governance framework which, if effectivelyimplemented, will improve the predictability of project outcomes.
