AXcess Ontario: Technology Driven Public-Private Interface

摘要

In the United States,states,counties and municipalities are facing a more stringent overview of their performance in managing the taxpayers' funds and in meeting their citizens' needs. This paper is a case study about how a county in New York State, using a public-private interface model,developed an open access fiber optic backbone to connect all the towns in the county and create an environment for improved telecommunications competition,reliability and diversity. The dual purpose of this project is to build a technology driven communication infrastructure with minimal public funds and to provide the county with a competitive advantage for the long term for business development and public utilization.
