It is noted that there are different values represented in various phases of USA Civil Service Reform, like efficiency, equity, political responsiveness, fairness and democracy etc. Along with continually complicated and diversified public affairs confronted by USA. Federal Government, more and more professionals including senior-level professionals, technicians or scientists turn into the public personnel. Therefore, another value in Human Resources Management in Public Organizations is proven to be quite remarkable and effective that is Professionalism. It strongly asserts the government should intensely rely on professionals to carry on objective analysis and rational decision in responding governmental affairs. The author brings up that the professionalism existed in USA Civil Service System since the birth of USA Federal Government and becoming more and more significant in the USA Civil Service Reform. In this paper, the historic evolution of Professionalism in USA Civil Service Reform is concretely exposed aiming at expanding focuses or concentrations on value of Professionalism in USA.
