College English teachers are the key to the success of China's college English teaching reform. While whether to be able to cultivate high-qualified faculty, what matters most is whether to be able to construct efficient teacher performance evaluation system. At present, many universities still evaluate teachers based on evaluation indexes of traditional foreign teaching pattern, which is not conductive to the faculty's professional development. On the basis of relevant theory, in combination with features of college English teachers' occupation and present situation of college English teachers' performance evaluation, this paper has constructed performance evaluation system applied to college English teachers with the methods of questionnaire survey, interview, Delphi, analytic hierarchy process (AHP) and mathematical statistics. The system consists of task performance, contextual performance and development performance, totally including 11 aspects and 43 evaluation indexes. In the paper the last step is to test the new-formed evaluation system. Choosing 10 college English teachers from a university, Shandong province as assesses, using comprehensive evaluation method based on fuzzy mathematics, it is found that the reliability and validity of the system are relatively high and it can provide reference for Chinese college English teacher performance evaluation.
