The Participation Loop: Helping Citizens to Get In

In this paper we will explore how to enhance the work of Open Street Map (OSM) mappers through the structuring of their contributions by calculating tasks. Tasks are a common way to break large jobs into smaller pieces. But in OSM the big 'mapping' job is not structured in any way. There is no task pool, or even anything similar. Using several different techniques and technologies, we will calculate well defined and assignable mapping tasks. With this approach, the community has more feedback over what is already done and what they need to do. Slowly, using such techniques, we engage these communities in the participation loop.
