The present invention makes it possible for an unspecified number of citizens to conveniently and in real time provide information on available parking surfaces, such as information that a parking surface is empty and the location of an empty parking surface, to an administrator through a mobile terminal in a usable state. By collecting information about the parking surface, and the manager providing information about the empty parking surface to users who need parking service, a separate sensor is installed to check whether there is parking, and an additional communication network for communication between the sensor and the management server is established. It relates to "a system and method for collecting and sharing parking information based on citizen participation" that reduces the need for installation and enables the efficient use of empty parking spaces.
