The management and result assessment of projects with structural funding in European Higher Education Area

The general objective of the paper is an analysis of the degree in which the European projects contribute to the increase of the qualitative level of the European Higher Education Area. The matter is approached in an interdisciplinary manner, by combining the result indicators area of European projects with the servicity approach - a principle indicator involving a widened horizon then the standard one (than the productivity of the economic agent), with special emphasis on the qualitative features, in a complex of induced effects, including externalities, conjoint production, different ways and angles in which utility is perceived, qualitative aspects which aren't expressed in figures (quantitatively or monetarily), and which might not be measurable (cannot be expressed in numbers). Simultaneously, the result indicators used in the evaluation and implementation of European projects rely mostly on quantity, the qualitative indicators consisting in a less rigorous manner of measuring qualitative effects in the European Higher Education Area. A case study in the matter of conceiving indicators is shown. The article concludes the importance of the development of new improved indicators that would include the servicity approach in their quantification.
