This paper presents the theory of organic combination, which is defined as follows: By the efforts of tens or even hundreds of governments carrying out the urban and rural plans faced to the future consistently, and by the methods of market-oriented development and rural-urban construction, the city utilize almost all the land for construction into a few "points", and then these "points" are combined into only but one whole city supported by truly original public transport with Celerity, Convenience, Cheapness and Comfort. As a result there will be no difference between urban and rural, furthermore, the city will be shared by all the people. The two ways will help to make public transport be 4C (Celerity, Convenience, Cheapness, and Comfort), one is a way out for public passenger transport vehicles keep running and their compartments for pull in / out A station, and the other is a zonal center with a parallel and radial network of road systems.
