This paper firstly analyzes the connotation of lowcarbon economy and points out that the first step for low-carbon economy in current China is to improve the efficiency of energy use. Then "environmental Kuznets curve (EKC)" is applied to analyze the low-carbon development status for the case of Shanghai. Our analysis shows that Shanghai is current in a stage characterized by "declining in carbon intensity, rising in per capita carbon emissions and total carbon emissions". Then this paper proposes that the key to low-carbon urban construction is to establish a low-carbon management model by management innovation. Finally, it puts forward some countermeasures for the construction of low-carbon urban.
