摘要

As a new area of Government Performance Evaluation System in China, the Government Overall Performance Evaluation involves three levels of the theory, methods and practice. The county government performance evaluation is beneficial to the gradual improvement of government managerial ability and service level, relocation of the role of government, and also the deep-seated reforming of government management. This paper has been made an empirical study on overall performance evaluation of the eight typical mountainous county governments in Meizhou City, in south of Guangdong Province, China, in terms of customer satisfaction theory, and the concepts and systems of functional division. On one hand, it discussed constructing technical system of regional government overall performance evaluation, which adapts to mountain area scientific development and harmonious society construction; on the other hand, it analyzed the results of the empirical study and improved the evaluation system in Meizhou City, as well as gave the regional government suggestions to make decision.
