Equalization of PES in China's Welfare System

In the 12th Five-Year Plan on Economic and social development in China, Chinese government has been sparing no effort to build a moderate-based and universal welfare system, which can be seen as the future of China's social development objectives. As a developing country, China's PES is an important part in moderate-based and universal welfare system. Accordingly, this paper concerns about the PES equalization problem in China. With the methods of historical analysis, Case study in Shanghai's PES and comparative analysis on welfare state, we find China's PES system of equalization is in deep mire of dualistic economic development and Urban-rural dual citizenship is the main reason for unequal welfare service. At the same time, the goal of equalization of PES in the real world still faces the unequal problem about fairness and accessibility. As a result, this analysis may be not only effective in the field of PES, even in the public service are effective. In the context of political and economic regime transformation in china in recent years, the social structure, labor market and the influence of the traditional welfare ideas are the main factors about the equalization of PES. In order to achieve the equalization of PES, we should fully take into account the changes resulting from the transition, the effort must be made on fair financial investment. In addition the more efforts should be made on transforming government functions and people-oriented policy's making.
