As an effective way of management, government performance evaluation has received extensive attention. It has the vital significance to improve the government performance, the government's ability and the relationship between the government and the citizens. However, there are some problems as our performance evaluation system is still in its early stage. Seeing from the perspective of administrative culture, the power worship, the doctrine of Mean, the hidden rules, and the rule of men have made the implementation of the government performance evaluation difficult. In order to solve these problems, we should perfect the government performance evaluation system, make up the defects and create a good atmosphere of government performance evaluation
