Mechanism of Technical Standards Originated from Initiative Innovation Technologies Promoting Regional Development

In the knowledge-based economy and network economy era, technical standards have thefunction of fixing on the development orientation of the arterial technology of the whole industry. Therefore, initiative innovation technologies converting into technical standards is not only a feature of standardization in knowledge-based economy era, but also one focus of the future social development.Mastering the right of standard-setting means winning the right to the market initiative, i.e. occupying the commanding heights of industry competition. The paper establishes a simple analytical model that technical standards from initiative innovation technologies promote regional development. In the analytical model, standards can enhance the conversion rate of innovation achievement through accelerating the new technologies diffusion and enhancing service efficiency of patents; standards are conducive to product development and mass production through reducing costs and promoting networks division; standards can nurture and expand the market by reducing uncertainty and expanding network externalities. Thereby techical standards originated from initiative innovation technologies can promote regional development.
