In recent years, China is vulnerable to flood hazard which caused enormous economic loss and flood control has become the national focus. However, as the rapid economic development, climate change and frequent human activities, the only application of engineering measures against flood cannot meet the challenge of flood control anymore. As a result, the non-engineering measurements must be developed and creation of flood risk map is one of the important ones. As the information needed to create flood risk map and risk analysis is abundant, complicated, temporary and spatial, scientific information management system must be adopted for flood control and management. To the problems above, the Huangpu River Basin Flood Risk Map Information Management System (HRBFRMIMS) is established by employing VB based on ArcGIS and SQL server. And taking HRBFRMIMS for instance, technology structures, numerical models and functions are discussed in the paper and its applications in detail. Practice indicates that the model is valid and practical.
