10dB conversion efficiency is observed from the proposed dispersion-engineered As2Se3 waveguide Raman wavelength converter, 30dB higher than silicon waveguide despite its smaller Raman gain. Dynamic nonlinear phase shift is found to cause 20dB conversion efficiency reduction, leading to a refined phase matching condition.
