This paper begins the analysis of optimal control of emergency response logistics under a bioterror attack in the case of anthrax, which is a hybrid system consisting of a continuous-time dynamics and a resetting dynamics. The necessary conditions for time-optimal hybrid control are given, based on the calculus of variations and dynamic programming. A gradient algorithm is implemented and used to test the queueing network model as well as the algorithm's own reliability. Experimental simulation results are presented and discussed.
