Emerging image-based technologies are critical components of airport security for screening checked baggage.Since these new technologies differ widely in cost and accuracy, a comprehensive mathematical framework shouldbe developed for selecting technology or combination of technologies for efficient 100% baggage screening. In thispaper, passenger information is incorporated in a two-level baggage screening system to determine the screeningstrategy for different subsets of passengers. By deploying a passenger prescreening system, this paper considersselectively applying baggage screening procedures for 100% screening. It also investigates the setting of thresholdvalues for these screening technologies and the determination of the optimal combination of technologies.Probability and optimization techniques are used to quantify and evaluate the risk and cost-effectiveness of variousdeployment configurations, which is captured by using a system life-cycle cost model that incorporates thedeployment cost, operating cost, and costs associated with system decisions. Numerical analysis for all possiblesystem arrangements is demonstrated.
