The structural behavior under dead loading and live loading is analyzed according to highway bridge design codes. Three dimensional finite element models for the old frame arch bridge before and after being retrofitted are developed using the structural analysis program SAP2000. The interaction between the superstructure and the main arch is considered in detail in the model developed. The reliability analysis for un-strengthened bridge and strengthened bridge is performed to optimize the bridge strengthening design. Computation results show that the limit bearing capacity of different governing section of the arch after being retrofitted achieves the design code requirements. The reliability analysis shows that the bridge after being strengthened meets the highway bridge structure target reliability 3.7.
