Theory of Constraints regards the system bottlenecks as the center to arrange production, in order to get the best throughput. However, in make-to-order production conditions, the bottleneck shiftiness widespread phenomenon, due to the increased uncertainty of production. This greatly increases the complexity of the production organization. Therefore, it' s can't organize production effectively only by control system bottlenecks. This article will focus on this phenomenon, analyses and discusses the cause of the bottleneck shiftiness and their impact to the performance of production system. Then we will present an improved mathematic modeling method to identify and control bottlenecks shiftiness dynamically, expect to achieve the objective of organize production effectively.
