摘要

Over the winter of 2013/14 the UK experienced the most extreme weather since records began. A succession of storms brought the highest winter rainfall in across England since records began in 1766, resulting in widespread flooding, and extensive wind and coastal damage. The impact of this extreme weather on the road network was considerable with many road users experiencing extensive and in some cases prolonged disruption. Many local roads were affected and had to be closed for varying periods not only for flooding but also as a result of trees and power lines temporarily blocking the roads.
