STATISTICAL ANALYSIS OF THE DEVELOPMENT OF SAFETY ASSURANCE IN CHINA

One of the main aims of health monitoring and inspection is to safeguard safety production and to prevent or minimize the occurrence of failures and accidents. This paper presents a statistical analysis of the general annual fatality data from all the different accidents that have occurred in China during the past 50 years and correlates the distribution trend with social and economic development. It is found that there are three peaks on the distribution curve attributed to drastic policy change, economic reform and social development. Based upon typical failure cases for different industrial and social sectors, the developing trends of safety assurance in China have been investigated. An intrinsic link and non-symmetrical parabolic relationship between safety assurance and the level of economic and social development has been revealed, and this provides a quantitative model for the optimization of safety assurance development. This paper also contains an analysis of the main factors affecting the safety assurance level, and discusses the relationship between safety assurance statistical analysis and structural integrity assessment study.
