A Transition of Project Evaluation Modality:From Traditional Norm to Bill Quantity — A Case in China

摘要

The traditional mode of project evaluation had seriously impeded the fair competition in China. Since July 2003, China has carried out the reform of bill project evaluation. The results of the reform, however, are not very satisfactory in the past there years. Based on the Correlation analysis study on data from questionnaires and interviews, this paper reports the status quo of the reform, discusses various factors influencing the reform, and finally proposes some suggestions to facilitate the reform.
