SAVING FOR A RAINLESS DAY: INCREASING LOVELAND'S FLUIDASSETS

In order to reduced impacts of future droughts and to meet the demands of a growing population, the City of Loveland, Colorado decided to significantly increase the storage capacity of one of their raw water sources, Green Ridge Glade Reservoir. Completed in 2004, the expanded reservoir is the primary source of raw water for the City. The primary features of the expanded reservoir project include raising the existing embankment by 61 feet; constructing a new spillway consisting of a side channel, sharp-crested overflow weir; constructing a new outlet works consisting of a 90-foot-tall intake tower with six gated inlets, a 54-inch diameter concrete-encased steel pipe conduit with downstream control, and a 42-inch diameter raw water pipeline to the City's water treatment plant. The project involved several unique and challenging components including: 1. Construction of a temporary raw water bypass to the water treatment plant, 2. Relocating approximately 1 mile of county road with a portion of the road located on the downstream slope of the dam, 3. Controlled blasting with nearby residences, 4. Winter earthwork construction, 5. Extensive foundation grouting, and 6. Environmental mitigation. This paper presents the details of the design and construction of this enlarged facility.
