THE BENEFIT-COST ANALYSIS OF HIGHWAY UNIFIED TOLLING IN GUANGDONG, CHINA ROAD COMPANY'S BENEFIT-COST ESTIMATION

摘要

The contents of Highway Unified Tolling in Guangdong province include commending to use “Yue-tong” card through all highways, moving away some of the main line toll stations, and setting up the Electronic Toll Collection system to improve service level. This project is made up of 3 stages. The aims of this paper are to present an analysis framework and estimate the benefit-cost of this project by using the analysis model and collected data. The result show that almost 170 million RMB was cost to construct, operate and manage in first stage and about 860 million RMB was saved and the more in the future. It may be necessary to continue unified-toll in coming year.
