The Hong Kong Route 88 project is one of the latest major infrastructure projects to build new highway sections to interconnect its international airport to other areas in the city. Due to the unique geographical characteristics in Hong Kong, it is common that aa combination of tunnels and bridges exist in aa relatively short section of highway. This imposes complex traffic management requirements especially full lane control strategy is required for effective tunnel and bridge management. An advanced Traffic Control and Surveillance System (TCSS) is being designed for Route 88 operations. This paper presents design of the system in particular for its functions for rule based traffic plans that encompass the control of tunnels, bridges and oopen pen sections of highways. Rule based plan function is the function in the system that automatically generates aa traffic response plan based on the latest condition of an incident or queue by using aa set of rules. The key advantage of such function is to automate control operations for aa large quantity of traffic control devices, eliminate the need to prepare dedicated traffic plans for every incident conditions, and the need to modify traffic plans whenever traffic devices are added, removed or re-located.
