It is well known that one of the threats to structures is blast, where high explosive detonation, such as that typically associated with terrorism is one unfortunate example. In order to investigate the response of civil structures to the impulsive loads from blast, the UCSD Blast Simulator apparatus was constructed in 2006. The Blast Simulator (Fig 1a) is capable of achieving such blast-like impulses, as demonstrated by Hegemier [1] and Oesterle [2]. The response of civil structures to blast loads is impulsive in the sense that most of the damage and deformation of the structure occurs after the loading from the pressure-pulse is delivered.
