Polychlorinated dibenzo-p-dioxins and polychlorinated dibenzofuran (PCDD/F)emissions from incinerators have been a source of concern from both a regulatory and apublic health standpoint because of their high toxicity. The control of the formation ofdioxins and furans in the pollution control systems of certain conventionaldemilitarization incinerators typically has been implemented as a feed rate limit onhazardous waste and chlorine. This is due to a lack of consensus on exactly where andhow these compounds arise in the control systems, and how to limit their formation.Parameters such as chlorine feedrate, potential particulate matter (PM) generation of thewaste feed, types of chlorine in the feed and operating parameters can be shown to affectdioxin and furan formation in different ways. This paper looks at data from a variety ofemission tests on incinerators with dry pollution control systems in order to determine theextent to which each factor affects dioxin and furan formation and the effectiveness ofeach factor in forecasting dioxin and furan emissions.
